Actually TBC shadowweave was geared towards shadow and frost mages :P but technicalities, however, nowadays, Shadowweave actually benefits mages in general moreso than spellfire. You want hit, maxing out hit is priority 1 with raiding. Not to mention there are plenty of other faction pieces that have haste, dont waste your time on making +haste gear when you dont need to.
